Education Cabinet Secretary Julius Migos Ogamba has moved to calm rising concerns after some public schools reportedly received less capitation than expected. He confirmed that the government is already fixing the problem, which was likely caused by an error in the disbursement process.
Ogamba was speaking in Kisii County during the first-ever graduation at Riragia Technical and Vocational College, where he assured the public that the affected schools are being supported and will receive the correct funding soon.
“We’re in close contact with schools that were short-changed. Our goal is to sort this out fast and make sure each institution gets the money it deserves,” said the CS.
Capitation Disbursed Earlier Than Usual
In a shift from the normal schedule, this year’s second-term capitation was released in May—earlier than usual. This move, according to the Education Ministry, is meant to improve how schools plan their budgets and manage day-to-day operations.
CS Ogamba noted that the government had released Ksh 21 billion last month to support learners across the country. The funding is normally sent in three portions every year—50% during the first term, 30% in second term, and the remaining 20% in third term.
To ease the burden on parents, Ogamba also confirmed that the government will cater for exam fees for all eligible students. He emphasized that no child should miss their exams because of financial challenges.
Ministry Calls for Transparency in Reporting Issues
The Ministry of Education has asked all school heads to stay alert and report any funding problems immediately. According to Ogamba, this will help the government act quickly and keep learning on track across the board.
With the new financial approach, the ministry believes schools will be able to create better learning environments for students while making sure resources are used properly.
The CS reassured parents that the government’s focus remains on every learner, ensuring they continue with their education without interruption.
