Hospital Director Charged Over Ksh2.5 Million SHA Fraud

The Director of Zion Ahadi Hospital in Kakamega County has been arraigned in court over claims of defrauding the Social Health Authority (SHA). Josephat Ouma Omoto appeared before the Milimani Law Courts in Nairobi to face charges linked to the alleged loss of Ksh2.5 million in public funds.

According to prosecutors, Omoto is accused of running a planned scheme aimed at illegally benefiting from taxpayers’ money. Investigators allege that the hospital director submitted fake medical claims and altered health records to receive payments from the authority.

The funds are said to have been obtained through false information presented to SHA, leading to the release of Ksh2.5 million.

Omoto faces several charges, including obtaining money by false pretence under Section 313 of the Penal Code. He is also accused of falsifying health documents, an offence under Section 48(5) of the Social Health Authority Act.

Further charges relate to the handling of proceeds of crime, contrary to Sections 4(a) and (b) read together with Section 16(1) of the Proceeds of Crime and Anti-Money Laundering Act.

When presented before the court, Omoto denied all the charges. Following his plea, the court ordered that he be held at Industrial Area Prison as it considers his request for bail.

The case is scheduled for mention on Monday, January 12, 2026. The court is expected to give directions and rule on whether Omoto will be released on bail.

The Directorate of Criminal Investigations said it remains firm in its efforts to fight fraud involving public institutions. The agency warned that individuals found to be misusing public funds, especially those linked to the Social Health Authority, will be pursued and held accountable.
