Khalwale Clashes With CS Duale Over SHA: ‘Listen to Experts, Not Ego’

Kakamega Senator Boni Khalwale has taken issue with how Health CS Aden Duale is running the Social Health Authority (SHA), accusing him of ignoring professional guidance and focusing on surface-level wins instead of healthcare impact.

Speaking over the weekend, Khalwale asked medical technocrats to step up and speak truth to power, reminding them they have the expertise to shape real change.

Without mincing words, Khalwale advised the Director of Medical Services and the Health Principal Secretary to confront the CS with concrete suggestions.

“The President has given you room to act. Walk into Duale’s office, guide him. You are the professionals, he isn’t. Help him put aside his pride and listen to your insights,” he remarked.

He dismissed the idea that SHA should be judged by registration numbers, urging focus on actual healthcare outcomes.

Khalwale also tore into the SHA’s ICU package, describing it as unrealistic and detached from medical reality. He said the Ksh28,000 allocated for intensive care is nowhere near what is needed to save lives.

“An ICU bed needs at least Ksh150,000. What’s the point of a health scheme that doesn’t meet the needs of the most critical patients?” he posed.

The Senator concluded by challenging the Ministry to table a new Cabinet paper that redefines SHA’s core mission—not populist optics, but quality care.

CS Duale, who recently replaced Susan Nakhumicha as Health Minister, is already under growing pressure to realign the Ministry’s focus and deliver results that reflect the real health needs of Kenyans.
