President William Ruto has declared the national government’s commitment to working with county governments to revolutionize healthcare in the country.
Speaking at the opening of the Kerugoya Level 5 County Referral Hospital Medical Complex in Kirinyaga County, President Ruto outlined several measures aimed at improving the healthcare sector.
Government establishment
One of the key initiatives mentioned by the President is the establishment of a Facility Improvement Fund, which will prevent resources allocated to medical care from being diverted to other programs. The Fund, to be established through Parliament, will ensure that hospitals have an adequate supply of drugs and necessary equipment.
“The Fund will ensure our hospitals have sufficient drugs and are adequately equipped,” President Ruto affirmed, emphasizing the government’s commitment to enhancing the quality of healthcare facilities across the country.

Furthermore, the President announced the formation of the Kenya Health Human Resources Advisory Council, a collaboration between the national and county governments. This advisory council aims to address any disputes between the government and health workers, providing a platform for resolving issues and promoting harmonious working relationships.
“We want to ensure that we have an avenue for resolving health workers’ issues,” President Ruto stated, highlighting the government’s focus on creating a conducive working environment for healthcare professionals.
Government plans
President Ruto also stressed the importance of community health promoters and their role in delivering quality healthcare at the grassroots level. He emphasized the government’s plans to equip and standardize the training of these promoters, ensuring that they possess the necessary skills and knowledge to provide effective healthcare services within their communities.
While affirming that healthcare remains a devolved function, President Ruto praised the counties for their management of the health sector and expressed the government’s commitment to supporting the devolved units in equipping their healthcare facilities.
The event was attended by Deputy President Rigathi Gachagua, Cabinet Secretary Susan Nakhumicha, Governors Ann Waiguru, Johnson Sakaja, and Muthomi Njuki, as well as several Members of Parliament representing various constituencies.
