According to the December 2025 Infotrak poll, 33% of respondents named Babu Owino as the most likely figure to rise as the next dominant Luo political leader. The lawmaker, who is also eyeing the Nairobi governor’s seat, emerged top among a long list of possible successors.

The findings suggest that many Kenyans see Owino as the strongest voice capable of filling the leadership gap left by Raila Odinga’s passing earlier this year.

ODM leader Oburu Odinga ranked second with 10%, while Homa Bay Governor Gladys Wanga followed in third place at 7%.

Siaya Governor James Orengo attracted 4%, as Energy CS Opiyo Wandayi and Interior PS Raymond Omollo each posted 2% support.

Several other leaders, including Treasury CS John Mbadi, Kisumu Governor Prof Anyang’ Nyong’o, Miguna Miguna, Winnie Odinga, and Migori Governor Ochilo Ayacko, each recorded 1%.

A notable 37% of respondents said they were unsure who should take over Luo political leadership. Infotrak notes that this reflects uncertainty and adjustment within the community following Raila’s absence from the political scene.

Infotrak explained that the survey was conducted using a national sample of 1,000 respondents drawn from all 47 counties. The data was analysed across regions, age groups, and gender.

The question focused on perceived influence and leadership strength, not official party roles, highlighting how Kenyans view emerging power centres within Luo politics.

The research firm cautioned that the findings are only an early snapshot. Political loyalties and preferences could still change as campaigns intensify and alliances shift ahead of the 2027 General Election.

Still, the poll underlines how Raila Odinga’s absence continues to reshape leadership dynamics within ODM strongholds and Kenya’s wider political space.
