Former Public Service Cabinet Secretary Justin Muturi has come out swinging against President William Ruto, leveling damning accusations of corruption and deceit within the highest office.

Speaking on NTV’s Fixing the Nation, Muturi didn’t hold back, describing Ruto as “irredeemably corrupt” and portraying him as a man who presents a clean image to the public while allegedly orchestrating shady deals behind the scenes.

“He’s dangerous. I don’t think he’s fit to lead. There’s no bitterness here—just truth,” said Muturi, who served under Ruto for almost two years.

One of the most striking claims from the former CS involves a controversial Sh129 billion project aimed at planting three billion trees. Muturi says the deal, pushed by Russian investors, was rushed and lacked proper procedure. He recalled being called by the president while at the Dubai COP28 summit and being asked to sign off on the deal at the airport—something he flatly refused to do.

“I told them, money like that must go through Treasury. It’s not a matter for individual ministries,” he said, hinting that the plan was less about the environment and more about cash.

Muturi painted the president as someone who uses public projects as cash cows. “Every time there’s a new initiative, the question is: who’s getting paid?”

He didn’t stop there. The ex-CS also linked Ruto to the infamous Arror and Kimwarer dam scandals. He said the KSh 63 billion loan from Italy’s CMC di Ravenna was riddled with issues from the start, and he personally refused to approve the projects due to inflated costs and dubious plans.

“In Kimwarer, nothing has happened. The Italians were paid billions. They brought me the documents, but I said no,” he noted, adding that Ruto was in direct communication with Italian officials.

Muturi, who was recently dropped from Cabinet and replaced by Mbeere North MP Geoffrey Ruku, insists he has no grudge. He says his revelations are based on facts and that he’s willing to share the documents to prove it.

His allegations have intensified what appears to be a complete breakdown of trust between him and the president-a political fallout that has now spilled fully into the public domain.
