SHA CEO Given 7-Day Ultimatum to Account for Ksh7.3 Billion Healthcare Funds

The Commission on Administrative Justice (CAJ) has directed the acting CEO of the Social Health Authority (SHA), Robert Ingasira, to provide details on a Ksh7.3 billion payment made to health facilities.

In a statement dated Tuesday, February 18, CAJ revealed that a Kenyan citizen, Collins Omollo, had formally requested information regarding the payments. After SHA failed to respond within the 21-day statutory deadline, Omollo escalated the matter to CAJ, leading to the directive.

Breakdown of the Payments

According to a letter from SHA dated January 2, 2025, the funds were allocated as follows:

  • Ksh1.3 billion from the Primary Healthcare (PHC) Fund
  • Ksh6 billion from the Social Health Insurance Fund (SHIF)

The funds were disbursed to 5,000 medical facilities between October and December 2024 under Kenya’s new healthcare program.

Unanswered Questions on SHA Deductions

Omollo’s request also sought clarity on the total amount collected through SHA deductions since the programme’s implementation.

Despite the legal requirement to process such requests within 21 days, SHA did not provide the requested information, forcing the complainant to seek CAJ’s intervention.

Previous SHA Collections

Earlier, Medical Services Principal Secretary Harry Kimtai disclosed that SHA collected:

  • Ksh6.4 billion in October 2024
  • Ksh5.3 billion in November 2024

With the SHA CEO now given seven days to respond, Kenyans await clarity on the disbursement and use of funds under the new healthcare system.
