President William Ruto has sent a strong message to Cabinet Secretaries, urging them to take personal responsibility for the performance of their ministries. At the signing of the Ministerial Performance Contracts at State House, Nairobi, Ruto made it clear that failure would not be tolerated.

Ruto emphasized that CSs must align their actions with the commitments outlined in their performance contracts. He highlighted that each CS must meet the targets set in their contracts without excuses or delays. The President stressed that accountability should be present at every level of government.

This marks the first signing of such contracts for the broad-based government, with Ruto noting that these contracts are designed to ensure efficient and precise execution of government functions. At the end of the 2025-2026 financial year, each CS will be assessed, and their performance will be reflected in a detailed report card.

The performance report cards will be used to assess achievements and address challenges. Ruto promised that excellence would be rewarded, while failure and negligence would lead to corrective actions.

The President assured Cabinet Secretaries that the National Treasury would ensure the timely release of funds to prevent delays in service delivery. He further revealed that an office has been established in the Executive Office of the President to oversee performance and quickly address any inefficiencies in government departments.

President Ruto’s speech sets the tone for a government focused on accountability, efficiency, and responsiveness. He made it clear that any failure to deliver on promises would not be accepted, and actions would be taken to ensure continuous improvement in public service.
