Kenyan police officers from various elite counter-terror squads have completed an intensive Surveillance Detection Course at the DCI Academy, a training program sponsored and facilitated by the US Anti-Terrorism Assistance (ATA) program.
The training focused on non-technical means to detect surveillance operations by terrorists and hostile surveillance of high-risk personnel, facilities, and vital installations using modern-day skills. Tactical detectives from the DCI’s Emergency Response Team (ERT) of the Anti-Terrorism Police and the RECCE Squad’s Crisis Response Team (CRT) participated in the training.
Counter Terror equipment
The US government, through the ATA program manager Michael Solis, has expended over Sh 100 million in tooling and equipping counter-terror teams, besides facilitating numerous training programs.
In his remarks during the course closure, Antony Munga, the Director Liaison & Corporate Communications at DCI HQs, lauded the US government for its support in the fight against terrorism and violent extremism.
“The existing partnership between our counter-terror forces and the ATA is a testament of the US government goodwill in supporting our fight against terrorism and violent extremism. An insecure nation cannot realize any meaningful development,” he said.

Michael Solis acknowledged the support the ATA program was receiving from the police leadership, saying it had made it possible for ATA to broaden its scope on the courses it was offering to Kenya’s National Police, especially the Bomb & Hazardous Materials Disposal Unit, which had been the key beneficiary of the program.
